of 13th August, 1946 regarding the proposed visit of Mr. Ujagar Singh to India, and to address you on the subject of a special allowance of $425 per month granted to Mr. Ujagar Singh with effect from 11th September, 1946 on his departure from Hong Kong to take up his special appointment in India.

It is regretted that, by an oversight, this special allowance was granted without previously being referred for your approval, and the Director of Audit has now drawn attention to the fact that under Colonial Regulation 267 no special allowance additional to the normal salary and emoluments of an officer may be granted without your previous sanction.
3. Mr. Ujagar Singh was put to considerable inconvenience in returning to India, and his duties were of an arduous and un- pleasant nature aggravated by the prevalent political situation. Since he was also to be directly responsible for large cash pay- ments, it was felt that from every point of view he should be treated generously in regard to his emoluments. He was therefore awarded a special non-pensionable allowance of H.K. $425 per month in order to bring his emoluments including High Cost of Living up to the equivalent in rupees of HK $700 per month.
4. Mr. Ujagar Singh has in fact been drawing this allow- ance since 11th September, 1946, the date of his departure to India, and, provided you see no objection, I should therefore be grateful for your covering approval for the grant of the allow- ance as awarded.
